Wyoming, ON – At its regular meeting on Wednesday, October 4, Lambton County Council:
- Heard a presentation from Steven Taylor, Chief Executive Officer of BT Engineering Inc., regarding intersection improvements at County Road 4 (Petrolia Line) and County Road 31 (Kimball Road).
- Established a Strategic Team consisting of the Warden, Deputy Warden, Chief Administrative Officer and one representative from each of the four municipal quadrants, together with County staff, to communicate with and respond to the province regarding any proposed voluntary mergers of public health services.
- Endorsed the Intersection Improvement Study – Schedule B Environmental Assessment Study as prepared by BT Engineering Inc. for intersection improvements at County Road 4 (Petrolia Line) and County Road 31 (Kimball Road) and directed County staff to file the report for a 30-day public review period.
- Agreed to circulate a report to all local municipalities in Lambton County to encourage prioritization of affordable housing, as part of the responses to the Minister of Municipal Affairs and Housing letter dated September 15, 2023.
- Created a pilot Additional Dwelling Unit Incentive Program, following the Ontario Priorities Housing Initiative Program Guidelines.
- Adopted the County of Lambton Core Infrastructure Asset Management Plan.
- Named the new multi-purpose meeting space at Lambton Shared Services Centre in Sarnia as “Ottissippi Room”, in an effort to raise awareness of Indigenous placenames used to describe the St. Clair River prior to colonization and to celebrate the rich history of the area.
- Directed staff to work with representatives from The City of Sarnia and other working group members to find solutions to improve the building security at Sarnia Library and enhance underutilized exterior space for active programming use.
- Established a Committee of the Warden, Deputy Warden, and one council member from each of the County’s municipal groups, together with County staff, to review the County’s current strategic plan and recommend updates to Council in February, 2024.
- Directed staff to:
- Prepare and submit the Long-Term Care Bed Application to the Ministry of Long-Term Care (MLTC) for two additional beds at the Small House, located at Lambton Meadowview Villa in Petrolia, bringing the Small House’s resident capacity to 12;
- Prepare and issue a Request for Proposal for a Prime Consultant to lead the various phases of Small House building design and MLTC approval processes through all stages of the project (including design, tender, construction, and opening);
- Proceed with the work to comply with the MLTC licensing review and operational preparedness processes; and
- Prepare the evaluation protocols and study framework for the pilot project of the Small House model, as part of the Lambton Meadowview Villa campus.
Council will next meet in Open Session at 9:30 a.m. on Wednesday, November 1, 2023.
