Purchasing Policy
The County of Lambton purchases a significant amount of goods and services in its daily operations, and our purchasing policy regulates these purchases. The policy provides staff with a complete set of rules, procedures and guidelines to follow when purchasing goods and services.
The policy identifies the following:
- Dollar thresholds and required approvals for purchases
- A Code of Purchasing Ethics
- Standardized Quote, Proposal, Tender and Contract documentation
- Centralized purchasing functions of items common to more than one Department
- Methodology for obtaining competitive bids
The Corporation works to ensure that all qualified vendors have the opportunity to bid on goods and services required by the County. The purchasing policy ensures that all vendors are treated in a fair and equitable manner. Staff must also adhere to a code of ethics in all purchase-related decisions.
Project Management
In addition to having primary responsibility for overseeing of the Corporation's purchasing activities, the department also provides other County departments and divisions with project management and oversight of both large, complex construction projects and smaller more detailed jobs. Team members understand the reality of construction projects, keep informed of new technologies, techniques and products, and are in a position to help ensure that maximum benefit at minimum cost can be reached.
The Procurement and Project Management department also oversees facilities planning including, but not limited to, construction, renovations, additions and maintenance of all buildings owned by the County of Lambton.
Requests for Quotation, Tender or Proposal
The County posts requests for quotation, tender or proposal to Bids & Tenders.
Only documents found on the County of Lambton's Bids & Tenders site are to be considered the "official" documents. The County of Lambton accepts no responsibility for the accuracy of information found on other websites.
It is the sole responsibility of all vendors who download any bid opportunity from Bids & Tenders to check the site often for any changes or addenda. Although the Procurement and Project Management department will attempt to e-mail registered vendors to notify of changes or addenda posted on the website, we do not guarantee that e-mails will be sent to you or received by you.
Tip: Frequently check the mailbox where your filtered spam is collected (junk mail folder), and make sure Tender emails are not being filtered into that folder. If so, please add our email address to your "safe senders" list.
