The County of Lambton's Accessibility Plan was developed in partnership with its Accessibility Advisory Committee. It identifies barriers in areas such as social housing units, departmental programming and communication practices. Copies of the County of Lambton Accessibility Plan are also available, upon request, in large print. Call 519 344-2062 ext. 2013 to receive an alternate copy.

The County of Lambton's Accessibility Plan:

• Describes the process by which the County of Lambton identifies, removes and prevents barriers to people with disabilities.
• Reviews the process the County of Lambton has made in removing and preventing barriers that were identified last year in its facilities, policies, programs, practices and services.
• Lists the facilities, policies, programs, practices and services that the County of Lambton will review in the coming year to identify barriers to people with disabilities.
• Describes the measures the County of Lambton will take in the coming year to remove, identify and prevent barriers to people with disabilities.

Residents in Lambton County struggle to thrive due to family violence, mental health and addictions issues and systemic discrimination. Over the next 4 years, Lambton County’s Community Safety and Well-Being Plan (2022-2025) will help us address these challenges collectively.

This plan, with its focus on community support that promotes equity, inclusion and health and wellness, can be transformational for our community. At its foundation, the plan will work to build a culture of fairness, equity, and access to opportunity where individuals and families are able to meet their needs for education, health care, food, housing, income and social and cultural expression.

The Corporate Clean Air Plan was created and adopted by Lambton County Council in 2008, and revised in 2018.

The purpose of the Clean Air Plan is to reduce emissions of harmful greenhouse gases (GHG's) into the air, to alleviate health and environmental impacts associated with air pollution and climate change in our community. The primary goal is to improve the health and quality of life of residents in Lambton County by reducing the amount of air pollution released through sustainable municipal actions.

The Corporate Climate Change Strategy was created and adopted by Lambton County Council in 2024.

The Corporate Climate Change Strategy builds on previous environmental stewardship and sustainability work undertaken by the County, and identifies four Strategic Directions that will guide the County of Lambton in reasonably reducing its environmental impact, including greenhouse gas emissions, in its operations, while also potentially realizing enhanced operational efficiency and cost savings.

Municipal Modernization Program

In 2019, the Ontario Government launched the Municipal Modernization Program and committed $125 million over four years to help small and rural municipalities modernize service delivery and identify new ways to be more efficient and effective.

The projects approved for funding under the Municipal Modernization Program will support the County's efforts to conduct service delivery reviews and find efficiencies or implement a range of projects.

Library Strategic Capacity Plan

In the summer of 2013, Lambton County Library engaged Pillar Consulting & Advisory Services to develop its Library Strategic Capacity Plan. The consulting team was directed to research best practices in community-led librarianship and determine how the model could be applied in the County of Lambton.

Library Joint Facilities Review

In 2022, Lambton County Library engaged Monteith Brown Planning Consultants to conduct the Joint Library Facilities Review (JLFR). This comprehensive assessment aims to determine the library space needed to meet community requirements until 2031. The JLFR explores both the quantitative and qualitative aspects of space, evaluates the feasibility of a shared facility model with municipalities, and outlines actionable steps for optimizing existing libraries.

The Museums Strategic Plan establishes a clear vision for Lambton Heritage Museum, Oil Museum of Canada, and Lambton County Archives and reflects the County's needs, assets, constraints and ambitions.

Oil Heritage Study

The Village of Oil Springs and the Township of Enniskillen, in partnership with the County of Lambton, undertook a study to help the notable areas within their municipalities achieve the status of an Ontario Heritage Conservation District. This designation is achieved through Part V of the Ontario Heritage Act and would preserve heritage structures and industrial archaeological sites.

To achieve this goal, the municipalities worked with local landowners and local historians to produce research and a report. Consultants, including representatives from MHBC Planning, Historical Research Limited and George Robb Architect, undertook a comprehensive inventory of the scale and scope of the resources.

The Oil Heritage Conservation District Plan was adopted by Lambton County Council on November 24, 2010. The final plan is posted below. Questions regarding any of the documents can be directed to:

TICCIH International Oil Heritage Conference Report

The International Committee for the Conservation of Industrial Heritage (TICCIH) partnered with Fairbank Oil Fields and The County of Lambton to host a three-day conference in Sarnia and Oil Springs in August of 2022.

This conference brought together international heritage and oil experts, historians, preservationists and representatives of conservation agencies, to discuss the most significant infrastructure, built heritage and landscapes related to worldwide petroleum production, and to consider the best ways to recognize and safeguard it.

The County's Emergency Response Plan was approved by County Council on November 6, 2019, under By-law 37 of 2019.

Strategic priorities were developed after extensive consultation with internal staff and external partners - business, non-profit and governmental leaders - and after examining community needs. The process identified six priority areas for public health to focus on over a five-year span (2014 - 2019). The Lambton Public Health Strategic Plan outlines these priority areas.

The Child Care and Early Years’ Service System Plan for 2024-2028 sets the path for how Lambton County will continue to build and grow an early years and child care system that is responsive to the current and future needs of children and families in Lambton County.

In 2020, the Social Services Division worked with KPMG to undertake a review of the administrative processes for the delivery of Social Services. This service review required participation from Social Services Division staff from all departments, and involved the following elements:

1. Service Profiles: Profiles for the different social services administered and delivered by the Division were developed and included: the service description, applicable public policy objectives, the rationale for the delivery of the service, comparison of service levels to a standing benchmark, the delivery model, budgetary information and a staffing summary.
2. Process Mapping: KPMG worked with Social Services Division staff to develop process maps that summarize the individual work steps involved in the delivery of a service, current issues impacting efficiencies, customer service, internal controls and risk management and suggestions as to potential courses of action that can be considered by the County. Thirty-four process mapping sessions were completed, reviewing a total of 75 different processes.
3. Comparative Analysis: A comparison of key performance indicators and financial benchmarks for the County of Lambton and nine comparative Consolidated Municipal Service Managers (CMSM’s).

The results from the KPMG service review highlight many positive aspects of the County’s delivery of Social Services. It also highlights areas where efficiencies may be achieved, and staff will work to adopt and implement the same. The Service Review summary is an excellent tool and provides opportunities for discussion around potential courses of action to address some shortcomings and contribute to an overall, more efficient and cost effective work flow.
